    The Senior Proposal Manager/Technical Writer will organize and manage the RFP Process and lead the proposal development lifecycle under the President/Chief Operations Officer.

    This role requires a confident and forward thinking, task driven technical writer with experience in the government proposal response process. The ideal candidate should be able to work independently with little to no supervision. The candidate is also well organized, flexible and thrives in a fast paced environment. An active TS/SCI with Polygraph Security Clearance is preferred but not required. If not cleared, you must be a U. S. Citizen, able to be cleared.

    Experience:

    • Proposal Management: 2 year
    • Proposal Writing: 4 years
    • Bachelor Degree

    Responsibilities

    • Create proposal outline and compliance matrix for responding to Requests for Proposal (RFP) incorporating all requested data from the RFP
    • Develop and publish a milestone schedule for completion of all required proposal deliverables and volumes
    • Work with the executive lead to refine win strategy for the proposal response
    • Work closely with the cost volume lead to tie the technical and management volumes to the cost volume
    • Work with the executive leads, and volume leads to incorporate win strategies and themes to create a responsible, persuasive, and compliant proposal
    • Manage subcontractor participation in proposal development
    • Provide solicitation and amendments to proposal team
    • Manage the preparation of draft documents for review processes and provide review material and schedules facilities for the review
    • Review, author and re-write material throughout proposal development phase
    • Participate in and facilitate the capture process when needed
    • Assist capture manager in developing customer contact plan, coordinating contact meetings, conducting competitive analysis, performing gap analysis, and obtaining customer planning information
    • Estimate personnel required to complete the proposal development phase
    • Draft proposal development plan
    • Manage vendors, internal/external consultants, technical writers, editors, desktop publishers, and graphic designers
    • Perform final book check of the proposal
    • Direct production activities
    • Manage final preparation of proposal for delivery (e.g., binders, spines, dividers, covers, footers, headers, page limitations, nondisclosure, packaging, and transmittal letter)

    Qualifications

    • Ability to lead large proposal teams through the proposal development process
    • Ability to facilitate teams in developing and maturing technical and management solutions
    • Ability to process information quickly and accurately
    • Strong interpersonal and communication skills
    • Bachelor’s Degree in related field is required
    • A minimum of seven years’ experience in the Proposals function in a government contractor environment
    • Organized and heightened attention to detail
    • Experience running federal proposals
    • Understanding of the FAR and its applicability across the proposal development lifecycle
    • Excellent writing and editing skills
    • Flexibility and capability to work multiple projects with tight deadlines
    • Must be experienced in creating proposals in a creative, compelling, and compliance manner
