Responsibilities

System Administrator (OCONUS) England

  • The Contractor shall provide system administration expertise to the Industrial Engineering (IE) manager, PP&E project managers, and FCC team.
  • The Contractor shall deploy, maintain, and integrate systems.
  • The Contractor shall perform system administration functions on Windows 2012-present servers, workstations, Microsoft applications (Windows 7-present), Hyper-V, System Center, and virtualized environments.
  • The Contractor shall perform device discovery, inventory, attribute collection, and produce and maintain system documentation.
  • The Contractor shall produce documentation of system outages and incidents which outline the remedial actions taken, within one (1) week of closure.
  • The Contractor shall identify operations and maintenance requirements, sparing requirements, documentation, and pre-planned maintenance schedules for the following physical and virtual IE systems.
  • The Contractor shall perform monthly patch management of IE IT systems, in coordination with the IE manager, by carrying out the following tasks:
    • Strategizing and planning system patches using test groups.
    • Troubleshooting and fixing patches.
    • Implementing a software regression plan.
    • Maintaining records of patches installed or reasons for no implementation.
  • The Contractor shall respond to server and workstation issues and faults within thirty (30) minutes of discovery or notification during Contractor working hours, perform first response troubleshooting, and rectification where viable. Shall escalate major or complex faults extended beyond the scope of an immediate solution for consideration with a corrective action plan for Customer approval, within three (3) working days.
  • The Contractor shall verify and maintain the IE hardware and software inventory and track all software license renewal requests sixty (60) calendar days in advance of expiry.
  • The Contractor shall attend scheduled meetings, (including two (2), one (1) hour weekly IE Team/Enterprise progress meetings) and other additional ad hoc meetings where the IE network services are discussed and technical input is required.
  • The Contractor shall recommend security strategies to the IE Manager, project manager(s), and FCC team. Upon Customer approval, Shall implement the security strategies for the IE systems.
  • The Contractor shall utilize the current IE procedures to monitor the use of Customer owned mobile IT equipment by uncleared Contractors (e.g. ADT, Honeywell) in performing maintenance on IE systems.
  • The Contractor shall perform the role of alternate Maintenance Approval Coordinator for all IE initiated maintenance events. Shall follow site processes to submit approximately two (2) maintenance activity (MA) requests per week on behalf of the IE team for all scheduled maintenance events. Submission to be made following local guidance at least five (5) calendar days prior to the planned maintenance event, for Customer approval. Maintenance events include any planned interruption to electrical, chilled water, utilities, alarm systems, security systems, or traffic flows. The Customer will be the final decision authority for mission impact.
  • The Contractor shall write, review, update, maintain, and submit all technical documentation associated with the IE requirements within the SOW. These requirements consist of, for example: SOPs, MAs, Request for Changes (RFCs), Power Space and Cooling (PSC) permits for changes to the baseline and with new purchases, System Security Plan (SSP) updates, Acquisition Security Forms (ASF), Preventative Maintenance Procedures, and Automated Information Security Plans.
  • The Contractor shall update and maintain the IE shared drive, which includes facility information, SOPs, system configuration records, inventory records, and any other procedures that may be received, produced or refinements that are made to existing procedures during the term of the contract. Shall ensure the shared drive is updated with current documentation.
  • The Contractor shall notify the Contracting Officer Representative (COR) at least fourteen (14) calendar days in advance of scheduled work orders that could potentially cause disruption to facilities operations. Notification will include the type of work to be done, type and severity of risk to operations, and the estimated completion date. The Customer will be the final decision authority for mission impact.
  • The Contractor shall perform the role of alternate Data Transfer Agent for all O&M IE digital media introduction and export requirements. Shall undertake prerequisite training and maintain accurate records of transactions as required by the Data Transfer Program Manager. Approximate level of effort is currently three (3) to five (5) transfers per week.
  • The Contractor shall escort IE maintenance personnel who perform engineering work on IE networked systems to ensure compliance with and station security requirements.

Qualifications

The proposed staff for this position shall:

  • Possess a US TS/SCI clearance with a favorably adjudicated Full Scope (FS) polygraph.
  • Hold a CompTIA Security+ certification, with a requirement to recertify every three (3) years.
  • Not be on a temporary assignment requiring a rotation of staff every three (3) to six (6) months. At a minimum, a Visa for a period of one (1) year shall be initiated upon award of contract. A three (3) to five (5) year Visa is preferred, though.
  • Be able to lift fifty (50) lbs.
  • Work in a high voltage and hazardous environment with dust, dirt, and noise.
  • Receive a valid Driving/Fuel Permit (DFP) within one (1) month of start date at RAFMH from site’s Vehicle Registration Office (VRO).
  • Complete required third party training within three (3) months of start date on contract to enable indoctrination into the Defence Infrastructure Organisation (DIO) Skilled Persons program: o (U) Emergency First Aid training (Red Cross, St. John’s Ambulance, or equivalent), with a requirement to recertify every three (3) years.
  • UK fire training, with annual recertification.
